[Panel says U.S. policy in Iraq ‘is not working’: Group calls for ‘new way forward’; Bush pledges to act in ‘timely fashion’] is it's title.
My intention was to keep it short, with the following note: One word was "change". The other word is "offensive". The latter is not suited to follow "diplomatic", the former has always been our pursuit.
From the executive summary: "The United States should immediately launch a new diplomatic offensive to build an international consensus for stability in Iraq and the region. This diplomatic effort should include every country that has an interest in avoiding a chaotic Iraq, including all of Iraq’s neighbors."
My focus on the "diplomatic offensive" is probably not difficult for Bush to understand, except in the context of the rest of the sentence, not to mention the follow-up.
